The Government states that it recognises that for those with the most “complex needs,” highly specialised provision is required. The Specialist tier will provide this support, in both specialist and mainstream settings, based on nationally defined Specialist Provision Packages. These Packages will form the basis of an EHCP.

All children will receive a Universal offer of support through the National Inclusion Standards. If a child or young person requires support above this level the following tiers of support will be available: Targeted, Targeted Plus, Specialist.

One of the proposals in the SEND White Paper focuses on strengthening SEN Support in mainstream schools through clearer national expectations and stronger evidence about what works. By doing so, the Government suggests this will reduce the need for specialist placements allowing children to attend their  local school with appropriate support.

What is happening? 

The local NHS team for Bristol, North Somerset and South Gloucestershire (called the ICB) has asked some Right to Choose providers, including Clinical Partners and Paloma Health, to pause booking new assessments for children and young people.
